I think the universal declaration of human rights delineated what states should be able to guarantee as a minimum. Without them, the meaningful life seems difficult. They are still the best consensus we have on a standard of what a state must do. Although I am aware they are being criticised as being hegemonial.

Agree - there is something awe inspiring now that states agreed to them. Without them any meaningful life is impossible.
